Content not accessible
The following content is not accessible for the following reasons:
- Lack of compliance with Royal Decree 1112/2018, of 7 September:
- There may be several editing errors on some web pages, both in HTML content and final documents, published after September 20, 2018.
- It is necessary to use double-scrolling to view full content on devices with reduced viewing areas or for zooms from 300%.
- No synchronized subtitles are provided for live media content or for any part of the recorded media content.
- "The BC in figures": Complex data tables without headings.

Requests for accessible information and complaints
To make requests for accessible information and complaints (article 12 of Royal Decree 1112/2018), you must access the “Web accessible content” procedure and follow the “Request accessible information or submit a complaint” procedure.
Any individual or legal entity can submit complaints regarding compliance with the requirements of Royal Decree 1112/2018 and request information regarding content that is excluded from the scope of this regulation.
Applications and complaints are registered in accordance with the requirements established by Law 39/2015 of 1 October, on the Common Administrative Procedure of Public Administrations.
Application procedure
The application procedure set out in Article 13 of Royal Decree 1112/2018 can be initiated in the "Web-accessible content" procedure through the "Claim an application" procedure.
If, once a request for accessible information or complaint has been made and it has been rejected, you do not agree with the decision taken or the response does not comply with the requirements of article 12.5 of RD 1112/2018, you can start a claim in order to:
- know and oppose the reasons for the rejection
- urge the adoption of appropriate measures in case of disagreement with the decision taken
- state the reasons why you consider that the answer does not meet the required requirements.
A claim can also be initiated in the event that 20 working days have passed and you have not obtained a response.
The library's commitment to accessibility
The Biblioteca de Catalunya works with the aim of adapting the entire website to the recommendations of the World Wide Web W3C Consortium in order to eliminate the barriers that hinder access to information and communication. These recommendations are specified in the accessibility guidelines of the WCAG 2.1 website.
The commitment of the Biblioteca de Catalunya is to meet the ‘Double-A’ (AA) level of compliance, as required by public administrations in European and state legislation.
Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 lays down the rules required of Member States to ensure that all public sector websites and mobile applications, regardless of the device used to access, comply with the accessibility requirements set out in standard EN 301 549 v2.1.2 (August 2018), of appropriate accessibility requirements for the public procurement of ICT products and services in Europe.
The standard EN 301 549 v2.1.1.2 is mainly based on the Web Content Accessibility Guidelines (WCAG) 2.1, of August 2018. Specifically, the AA level must be met. However, the standard also has other additional, mandatory, and conditional requirements.
The directive is mandatory but not directly applicable, so at the state level a royal decree has been developed that develops the scope and requirements, at least. The state transposition is Royal Decree 1112/2018, of 7 September, on accessibility of websites and applications for public sector mobile devices.
